This unit offers strategy design to modernize administration and management of public institutions.
Through the use of modern concepts and private management techniques adapted to the particularities of the public sector, it is possible to help our clients to improve their organizations’ effectiveness and efficiency.
The services offered in this area are:
1. Public Policy and Strategic Planning
The purpose is to advise public institutions at the national, regional or local level in the process to elaborate Public Policy, Consensus Development Plans, Sector Plans, Multi-annual Investment Programs, Operative and Strategic Planning as well as Results-Based Budgets including inputs, processes, outputs and impact indicators.
2. Management Modernization
The purpose is to determine the organization’s optimal size and evaluate its internal structure. Areas of focus include: developing manuals and regulations on organization and functions; analysis and optimization of key processes; application of information technology tools; e-government systems; integral management of Human Resources including recruiting, evaluation, training and remuneration plans. Our modernization approach includes institutional reinforcement plans for local and regional governments.
3. Public Investment Projects
This area of focus involves the analysis and development of public investment projects as well as the identification of strategic projects. It also consists in developing and evaluating project profile studies and technical files.
4. Evaluation and Control System Design
The purpose is to design systems to measure the organization’s objectives and strategy implementation. This may include designing indicators, elaborating management contracts and designing policies for productivity distribution.

Its track record in this area includes projects aimed at achieving sustained improvement in competitiveness and the business environment in different sectors and the economy as a whole.
CRECER - Creating Conditions for Economic Revitalization (2003-2005)
On behalf of USAID, APOYO Consultoria developed this project in association with the American consulting firm, Nathan Associates Inc. The objective was to foster growth in foreign and domestic investment in Peru, improve the environment for foreign trade, support decentralization and promote political reforms.
The project lasted three years, during which Nathan Associates and APOYO managed was US$ 11MM.
MYPE Competitiva (2006-2008)
APOYO Consultoria executed this project in association with the American consulting firm Nathan Associates Inc. on behalf of USAID. The project was aimed at improving the competitiveness of micro and small businesses (MYPE) in the context of an economy that is more open to competition and international trade opportunities. It contained three components: Administrative Simplification, Financing and Business Competitiveness.
The project lasted for two years, ending in September of 2008.
